2003 South Carolina State USA League Tennis Regulations

USTA/South Carolina has appointed the SC State League Coordinator to organize and coordinate
all USA League Tennis activities in the South Carolina State League and to interpret
the South Carolina State USA League Tennis Regulations.

1. ALL players, teams and Local Leagues must abide by USA League Tennis, STA and USTA/South Carolina Rules and Regulations.

2. MEMBERSHIP:
All Local Leagues must be current members of USTA.
All players must be current members of USTA and USTA/South Carolina through the Local League Seasons, including Local Playoffs.
USTA/South Carolina dues are $6.00 per player per League year, which are paid
through Local League dues.
USTA/South Carolina dues must be paid for EACH LEAGUE (Adult, Senior, Super Senior, Mixed Doubles and Southern Combo Doubles) played in during League season.

SELF-RATING:
All players without a current NTRP computer must self-rate according to USTA NTRP
Procedures.
There will be No VERIFICATIONS.

NTRP COMPUTER APPEAL PROCESS:

1. NTRP Computer Ratings for players not advancing to Championship play may be
appealed. They must be submitted in writing, by Fax or Mail, to the Chairman of the
State NTRP Appeal Committee by January 5, 2003. Appeals postmarked after
January 5, 2003 will not be accepted.

2. Appeals by Email will not be accepted, because the Player appealing must sign
appeals.

3. State Championship Ratings are not subject to appeal except for a
Permanent disabling injury or illness that has occurred since the State
Championships were held.

4. An appeal of a disabling injury or illness for a player with a State or Local
Computer Rating must be accompanied by one ATTENDING PHYSICIAN'S
EVALUATION of the injury or illness, stating the extent and permanency of the injury
or illness and any other substantiating information.

SC State Regulations

LOCAL LEAGUES:

1. Local Leagues may write regulations to govern local play. USA League
Regulations, STA Regulations and USTA/South Carolina Regulations takes precedence
over Local League Rules and Regulations.

2. Local League Rules and Regulations must be approved, by the State League
Coordinator, prior to the start of the Local League Season.

3. Local League Rules and Regulations must be distributed to Team Captains along
with USA League Regulations, STA Regulations and USTA/South Carolina Rules and Regulations before League Season begins.

ROSTERS:

1. Rosters must be entered in TennisLink before League play begins.

2. Add-on Deadlines will be determined by the Local League and published
prior to the start of the league season.

3. Players may not change rosters once match play has begun for that Level
unless approved by SLC.

4. Players that are disqualified (Dq'd) during the Adult/Senior Season may join another
team at a higher level with approval by his/her Local League Coordinator.

PLAYER PARTICIPATION:

1. During the South Carolina local league season a player may play only
one Adult team and one Senior team concurrently.

2. A player may not play out of his/her Local League Area unless approved by both of
the Local League Coordinators that are effected and the State League
Coordinator.

3. A player from another state may not participate in South
Carolina without approval by both the Local League Coordinator representing the
area that is effected and the State League Coordinator.

FORFEITS:

1. Local Leagues may make a rule regarding the maximum number of forfeits allowed
teams during the Local League Season.

2. A Local League may set their policy for players' presence on court to receive a
forfeit.

3. All matches played by a team that drops out of the league during the league
season will be used as forfeits to qualify players for championships play.

4. Retirements will be used to qualify all players involved in the retired match for
Championship play.

DNTRP REVIEWS:

ASSIGNED TEAMS:

1. The SLC will assign a team to a Local League when that team's Local
League does not have the required number of teams (two teams) to institute a level

2. The assigned team will REGISTER on TennisLink in the Local League to which it is assigned.

3. The Local League that receives an assigned team or teams will share travel with the assigned team or teams.

4. The assigned team will pay the fees and abide by the rules and regulations of the Local League to which it is assigned.

LOCAL LEAGUE SEASON:
Each Local League MUST complete their Local League Season prior to the SC State
